About The League of California Homeowners

The League of California Homeowners (LCH) was formed in January of 1993, by a group of homeowners in Southern California who share a common interest in consumer issues. They envisioned an organization that could provide homeowners with a resource of information for home remodeling, real estate transactions and financing. . While the organization is based in Upland, California, it has members in 20 different states.

The League of California Homeowners is a non-profit consumer organization. LCH offers information services to both homeowners as well as homebuyers in need of “third party” assistance LCH office hours are from 8 a.m. to 5 p.m., (PST), Monday through Friday. Telephone number is: 909-931-1653.

To help homeowners identify a good home improvement contractor, LCH provides a contractor background checking service for its members. This checking serivce includes public records searches as well as credit checks on companies only (no individuals).

HOMEOWNER MEMBERSHIP

To become a League member, you must either own a home or plan on purchasing a home in the near future. First year dues are $25.00. Life membership is only $100.00 – no need for renewals! Non-life members are charged annual dues at the following rates: One year is $12.00, two years for $20.00, and three years for $30.00. Members receive a copy of the LCH approved home improvement contract, free membership in selected credit unions, subscription to California Homeowner magazine, free passes to the NEC Home Shows held in Southern California, access to LCH approved contractors, free legal advise and 1-800 Help-line. THE LEAGUE OF CALIFORNIA HOMEOWNERS BOARD OF DIRECTORS

PRESIDENT
Ken Willis is a homeowner San Bernardino County, California, and is both President and founder of the association. Over his career he has served various state and local agencies involved in water. His career also includes work in city planning plus management of non-profit trade groups involved in housing . He enjoys working with local community programs, and is an elected member of the local City Council Ken holds degrees from both Cal Poly, Pomona, as well as Occidental College in Los Angeles.

VICE PRESIDENT
Joan Heid is a homeowner in Orange County, California. Joan is a retired newspaper executive with The Los Angeles Times. She now owns and operates a a real estate management firm with her husband. Joan received her BA in Marketing from the University of Southern California.

TREASURER
Michael Gagan, is a homeowner in Los Angeles. During his 25 year career in state government, Mike served as Chief of Staff to State Treasurer Jesse Unruh. Michael is now with the firm of Rose & Kindell, one of the most important public affairs firms in California. Mike is an alumnus of U.C. Davis.

SECRETARY
James R. Smirl, a resident of San Bernardino County, heads his own property management firm. Mr. Smirl supports multiple charities that work to feed the homeless. He is a business graduate of Cal Poly, Pomona. He enjoys several children and grand children, plus international travel.  

BOARD MEMBERS
Mary Irving is a homeowner in San Bernardino County, California. Mary is a past Director of the San Bernardino Fair Housing Council. Mary serves on several boards and organizations, to include the Fair Housing Advertising Task Force which includes both state and federal agencies, newspapers and several fair housing organizations. Mary is an alumna of the University of Redlands.

Raymond Hall is a homeowner in Upland, California. A retired energy contractor, Mr. Hall has served as a special consultant to the Natural Resources Defense Council for energy conservation.. and is often quoted in the media as an expert on energy issues.

Richard Crean is a homeowner in San Bernardino County, California. Mr. Crean is a independent financial investment advisor. He is extensively involved the Los Angeles County Fair Board. As past president of The Children's Fund for San Bernardino County, Richard has for many years been heavily involved in charitable and community organizations in the Inland Empire.
